A lot of exciting things have happened this year in our community. New members have joined, and we are looking forward to meeting all the new faces at our annual meeting. This years' meeting is scheduled on April 7, 2018 at 1:30 p.m. at the Wimberley Community Center. We hope to see all who can attend at this time.
We are happy to say, today is the day that the planned road work will begin. We wanted to send out a reminder to all the members that this work will take approximately one week.
Central Texas Road Company will be performing the work and will begin bringing material and equipment to the subdivision today. During the day time, the gates will be locked in the open position to accommodate the road construction. At no time will the roads be impassable during this process.
Since all the equipment will be here this week, Central Texas Road Company is offering to put culverts in at a discounted rate for our property owners. Since each home is different, it must be quoted per your individual property.
If you are interested in taking advantage of this discounted rate, and would like culverts installed, please contact Clay Harris directly to arrange this service at Central Texas Road (512) 557-6254. The culvert installation cost is not covered by the Property Association.

I hope that everyone had a great summer and is enjoying the much anticipated fall weather! Good things are happening within our subdivision and I wanted to share some accomplishments and upcoming projects.
New street signs were purchased to replace the deteriorating signs. For those of you who don’t have the opportunity to drive our streets on a regular basis, I have included pictures of the signs that will be replaced.
The tree trimming along the roads has been completed and we strive to keep the roads clear of brush that could damage your vehicles or obstruct your views. The foliage trimming was a substantial project because it had been years since it was addressed. We ask that homeowners do their part in keeping their property lines along the roads trimmed so that the Hilltop Place POA might be able to allocate your money to more aggressively address our road conditions.
The road committee has spent the last five months meeting with contractors, and studying our road repair options. During the bidding process, homeowners and were asked to suggest road companies to place bids for the aforementioned repairs. I received two recommendations from homeowners.
While dust is a problem within this neighborhood, prior to treating the roads for dust control, we need to repair the potholes and grade the roads. Upon investigating the dust control options, it was learned that the subsurface would need to be addressed prior to application. The dust control would need to be reapplied more frequently, and there would still be places in the road that would hold water, which would weaken the integrity of the dust control products. Considering that the cost of the dust control is outside of our current budget, the road committee’s opinion is to place that on hold until the subsurface is repaired. It was also learned that in order to properly address the potholes, the potholes would need to be broken apart and road material would need to be placed within the hole, watered and rolled to make the fix more permanent.
After obtaining bids from two dust control companies, and five road construction contractors, the road committee has decided to use Clay Harris of Central Texas Road. Central Texas Road will do repair/patchwork by blading, watering and rolling areas to establish a crown, 250 tons of flex base would be used, 3x5 bull rock will be installed in areas where needed because of washout along the side of the road. The cost to provide the aforementioned services is $14,375.00. We are looking forward to working with Clay Harris as he has an excellent reputation and has been in business for 28 years. The company is highly recommended and has excellent references including the City of San Marcos. Construction will begin on November 13th, weather permitting, and will take approximately one week to complete. At no time will any of the roads be impassable.
In Consideration of our limited budget, a more permanent solution to our road repairs and surface structure will require a long term commitment and may take several years to complete. The input of the property owners is crucial as we move forward with long term plans. Tree trimming bids have all been submitted, and are currently being reviewed. A decision deadline is planned for next week. We are anticipating tree trimming to begin within the week following the decision.
The Audit Committee met with the former Treasure to ensure a smooth transition. The Audit Committee will complete their audit of the 2016 finances and expenditures and will provide their findings to the property owners by September 1, 2017.
The Architectural Review Committee (ARC) met and discussed updating the current HOA Architectural guidelines. One of the committee's goals is to streamline the ARC Request for Approval to Build process. The ARC is reviewing Wimberley HOA Architectural guidelines set forth by the surrounding Subdivisions and will make a recommendation to the property owners for their consideration.
The Road Committee met and determined that the top priority is to address the potholes throughout the subdivision. This week we have several road crews making bids to fix the potholes. The Road Committee members walked throughout the neighborhood and marked the areas to be repaired. The Road Committee volunteers are meeting with several Road Companies and touring areas, to better determine what our future long term options are and will present their findings to the property owners.
One issue that was mentioned at the last meeting is the overgrowth of foliage on the borders of our streets. Some of our roads are only wide enough for one vehicle and In many places the road is so overgrown that vehicles are being damaged by the foliage. We are gathering estimates, from professional service providers, a provider will be selected from the submitted estimates, in order to address this issue.
